The Draft Rules of The President’s Secretariat Officers’ Institute

Name

The organization and facilities will be known as the President’s Secretariat Officers’ Institute (PSOI).

AIM

The primary aim of the PSOI is to create, maintain and support infrastructure facilities for sports and recreation in the President’s Estate.

Management

The management of the PSOI will be as follows

  • Patron - Secretary to the President
  • Chairman - Military Secretary to the President
  • Secretary - Director
  • Treasurer/Financial Adviser - Internal Financial Adviser

The Secretary of PSOI will be responsible for the day-to-day running of the PSOI and any suggestions for improvement or changes in routine may be made to him.

Membership

Members of the President’s family will be the first members of the Institute. Their Guests will receive full access to all facilities offered by the Institute.

There will be two types of membership of the President’s Secretariat Officers’ Institute viz. Regular and Associate.

Regular Membership

Regular Membership : will be open to the following

  1. The President can appoint specific ‘Special Members’. See Schedule-I
  2. Officers of the President’s Secretariat (not below the rank of Under Secretary to the Government of India), their spouses and children.
  3. Officers of the President’s Bodyguard, OC 44Military Veterinary Hospital, their spouses and children
  4. Officers of the Army Guard Detachment stationed at the Rashtrapati Bhavan, their spouses and children.
  5. Officers of the President’s Estate Division and President’s Estate Electrical Division and RB Security staff(not below the rank of Under Secretary to Govt. of India or equivalent), their spouses and children, while they are posted to the Rashtrapti Bhavan(these members will not be eligible for Associate Membership after their tenures are completed).

ASSOCIATE MEMBERSHIP

Associate Membership will be open to former officers of the President’s Secretariat, PBG and 44 Military Veterinary Hospital, their spouses and their children upto the age of 25 years, provided that the officer should have served for a minimum of two years in the President’s Secretariat.(The Associate Members would, however, not be permitted to invite any guest.

There shall be two types of Associate Membership viz Associate Members at Station residing in Delhi/NCR and wish the avail the sports facilities of the PSOI and secondly Associate Members at outstation not residing in Delhi/NCR and do not wish to avail sports facilities of PSOI but wish to retain their membership with PSOI.

MEMBERSHIP CARDS

In order to avoid entry of unauthorized persons and in the interest of security, Smart Membership card will be issued to the Regular/Associate/Special members as per validity as indicated below :

Approval of the President

All the members/dependants would produce their cards on request. Members are expected to cooperate in this matter.

SUBSCRIPTION

Monthly subscription will be as under

Regular Member Associate Members (At station) Associate Members (Outstation)

The subscription from Associate Members is payable in advance for one full year. The annual subscription for the next financial year will be payable in advance by 31st March of each year.

RECREATION FACILITIES

Following facilities are currently available :

  • Golf
  • Squash
  • Tennis
  • Badminton
  • Swimming
  • Billiards
  • Table Tennis
  • Gym
  • Guest Houses

Other facilities may also be added in due course. Use of any facility may, however, be temporarily suspended at the discretion of the PSOI.The details of eligibility and other criteria for booking of guest houses are mentioned in Schedule-II of these Rules

Members are required to bring their own sports gear.They would be provided consumables such as ball/shuttles as per quota fixed from time to time. If the member requires more consumables they can obtain the same on payment basis at the concerned sports facility.

In view of the limited facilities available and for security reasons, the privilege of inviting guests will belong, (apart from Members of the President’s Family) to Regular Members of the PSOI only.

Guests, when invited must be accompanied by the officer or his/her spouse. The member will ensure the following :

  1. Not more than four guests are invited on a day by a regular member. No guest may be repeated more than twice a week.
  2. An entry in the relevant register held at the site will be made whenever any facility is availed by the guest(s).
  3. Rs. 100/- per guest per facility per day is paid. Charges for guests can be debited to the member’s account.
  4. For the near relatives of Regular Members who are visiting them and want to use the facilities, permission should be taken from the Chairman, PSOI for a maximum of one month.

Foreigners will not be permitted to use PSOI facilities unless cleared by Secretary to the President, in accordance with the requirements of protocol and security.

PAYMENT OF DUES

Payment of dues will be made by crossed local cheque or by cash to the Treasurer by 30th April of each year for the financial year. Outstation cheques will not be accepted. A late fee equal to 10% of the subscription will be charged if the subscription is paid between 1st May and 31st July of the financial year. In case the member fails to deposit the annual subscription by 31st of July, their membership will stand automatically terminated. The membership can be revived only on a specific request made in this regard by the member citing satisfactory reasons, with the approval of the Patron, PSOI. The payment to be made for Associate Membership are as under :

  1. Any regular member who is eligible and wish to become an Associate Member should apply immediately for Associate Membership on his being relieved from President’s Secretariat/PBG;
  2. The Associate Members who are living in Delhi/NCR would be charged normal subscription that is double the rate of subscription of the regular member;
  3. Those officers who are willing to be an Associate Member after a break i.e. Associate Membership not immediately followed by regular membership, they would be required to pay the cumulative subscription for the period of break in membership if they apply for Membership within one years from their being relieved from President’s Secretariat/PBG.
  4. If they apply for Associate Membership within three years from their being relieved from President’s Secretariat/PBG, they would be required to pay a sum equal to the subscription applicable at that time for the period of break in their membership plus a sum of Rs.10,000/- in addition.
  5. If they apply for Associate Membership beyond three years, they would be charged full subscription at the prevailing rate for the period of break plus interest @ 5% on the accumulated subscription.

TERMINATION OF MEMBERSHIP

Membership will be terminated as under :

  1. On completion of their term in the President’s Secretariat for Regular Membership of Officers of the President’s Secretariat.
  2. On transfer from PBG for Regular Membership of Officers of the President’s Bodyguard.
  3. On transfer from Rashtrapati Bhavan for Regular Membership of Officers of the Detachment Army Guard.
  4. On transfer from Rashtrapati Bhavan for Regular Membership of Officers of the CPWD(PEC/PED/PEED) and Security Staff detailed at Rashtrapati Bhavan.
  5. On receipt of a written request from a member.
  6. The Chairman may also at his discretion terminate any Regular or Associate Membership without assigning any reason.
  7. The Special Membership may be terminated with the approval of the President.

ACCOUNTS

A statement of accounts will be produced quarterly by Treasurer and audited by an Officer detailed by the Secretary to the President.

General Body Meetings of PSOI will be held annually. Date of meeting will be notified well in advance to all members. The Secretary, with the approval of the Chairman, will issue the minutes of such meetings.

DUTIES

Secretary : He/She will responsible for:

  1. Implementation of Rules and Policy of the Institute.
  2. Maintaining minutes of the Meetings of the PSOI.
  3. Acquisition and maintenance of any sports equipment required for use in the PSOI.
  4. Supervision and proper maintenance of all facilities mentioned in para 12.
  5. Grant of leave and allocation of duties to the subordinate staff.
  6. The PSOI Secretary is empowered to spend upto Rs.10000/- in one transaction with the maximum of Rs 25000/- in a month, beyond which the sanction of the Chairman will be obtained.

Treasurer & Financial Adviser

Treasurer & Financial Adviser : He/She will be responsible for

  • Maintenance of Accounts including submission of members’ bills.
  • Submitting accounts for monthly audit to an Officer detailed by the Secretary to the President.

MISCELLANEOUS

In case an issue cannot be resolved by the management or a matter, not covered by these Rules, cannot be decided by consensus, in that case the decision of the Secretary to the President would be final.

SCHEDULE-1
ELIGIBILITY CRITERIA AND PROCEDURE FOR GRANT OF SPECIAL MEMBERSHIP

Eligibility Criteria

  1. Persons who have already been admitted as special member of PSOI;
  2. Former Presidents, their spouses and children and grand children upto 25 yrs of age;
  3. The membership would be granted on annual basis. Separate request is required to be made for extension of the special membership each year before 30th April for the said financial year.

Facilities Available to Special Members

  • The special members would be eligible to avail all sports facilities of PSOI, however, they would not be eligible to invite guests.
  • They would not be required to pay annual subscription for availing the sports facilities.;
  • They would be eligible to book rooms/apartments in peacock serviced apartments/2 MTC on payment basis subject to availability.

Procedure for Grant of Membership

  1. Approval of the President will be obtained for the first time for including the eligible persons for Special Membership of PSOI.
  2. Any request coming from people belonging to eligible persons for renewal may be granted membership of PSOI with the approval of the Patron, PSOI (i.e. Secretary to the President) till the end of the financial year i.e. coming 31st March.
  3. PSOI will reserve its right to deny initial membership or extension of special membership to any of the eligible persons, without assigning any reason thereof.

SCHEDULE-2
GUIDELINES FOR TEMPORARY ALLOTMENT OF PEACOCK SERVICED APARTMENTS/ROOMS IN 2 MTC AND EXECUTIVE DINING LOUNGE

A. Peacock Serviced Apartments

  • The Peacock Serviced Apartments is a part of PSOI. All the Members/Associate members of PSOI would be eligible to avail the facilities of the Peacock Serviced Apartments.
  • It will be allotted to the guests of the President, regular and associate members of PSOI. The guests of the President will have priority over other guests.
  • Rent will be charged from regular and associate members of PSOI for booking of Peacock Serviced Apartments PSOI as under :
    • i) Rs. 750/- per day for single room apartment
    • ii) Rs. 1,500/- for double room apartment
  • Repair charges of any damage to the building/fixtures/furniture will be recovered from the Member.
  • Charges for any other Services availed of viz. food/soft drinks etc. will be charged from the Member.
  • The Competent Authority reserves the right to allow/disallow any request for allotment.
  • Cleaning charges of the lawns would also be deducted from the Member if the same are utilised.
  • No temporary structure shall be erected in the premises.
  • No functions will be permitted inside the Peacock Serviced Apartments except in the premises.
  • Booking : The request for booking rooms in Peacock Serviced Apartments should be sent to the Secretary, PSOI & Director (Admn) at least one week in advance. The booking will be made subject to availability of rooms and with the approval of the Competent Authority. Booking will be done by EBA Section, President’s Secretariat. The booking will be done for not more than three days and any relaxation thereto would require the approval of the Competent Authority. The 24-hour time cycle for booking is from 12.00 Noon to 12.00 Noon of the following day.
  • No alcoholic drinks shall be allowed to be consumed or served in the premises of the apartments.
  • The booking form of Peacock Serviced Apartments and Executive Dining Lounge will be made in the form as Annexures-A and B, respectively.
  • The competent authority reserves the right to allow/disallow any request for allotment of Peacock Serviced Apartments.

B. Executive Dining Lounge:

For small functions such as birthdays (less than 100 guests), the Executive Dining Lounge near the Swimming Pool could be booked by the regular and associate members. Rs.1,000/- per day would be charged for this purpose. The booking shall be done through Secretary, PSOI. Use of loudspeaker will not be allowed.

C. RB Club House(2-MTC)

The allotment charges for single room of Rashtrapati Bhavan Club House (2-MTC) is revised from Rs.500/- to Rs.750/- per room per day. The application for booking of rooms in RB Club House may be made in the enclosed form (Annexure-C).
